Well, I'll give you a real life scenario, not linked to speeding.

I do not recall the name, but there was a company in South Plainfield that had a lot of Hazmat waste to get rid of from their galvanizing plant. Properly disposing of it was something like $10 million. The fine for dumping it? $2 million. So what do you think they did?

I think it's the same type of deal here. If you make a ****load of money, a regular fine is a slap on the wrist. And we already pay taxes linked to income.
