cant pass 105kpa

for some reason my car wont go past 105kpa, i'm running hp tuners 2 bar sd & a 2.5 bar map. i originally thought the issue was with pegging my maf so i went sd but its still doing it and my ve goes to 210kpa, any ideas what i'm missing. i checked the eng diag map settings and everything looks right. rpm doesnt matter since i can hit it anywhere from 2500 rpm to 4400 rpm
