			Does the driver window need to go down to pass?

			depends on the guy at the inspection station (if u go the free way) the way its written , yes... but if homeslice is in a good mood hell do ur exhaust and brakes and send u on ur way 80% of the time. At least at the one in Paramus. 
You could also *Ahem*  find a guy who lets things slide , im sure  there are quite a few peeps who can give advice on this around somewhere

			Yes @ a state inspection you have to be able to roll your window up & down in order to manually correct your side mirrors.

I really think the front windows have to open, although I doubt anyone check the RH window.
