I think he should have aimed at a wall at that speed if he wanted 100% effectiveness!
Could he have been trying to jump over the bridge? Or did he just hit that spot that good to launch the car on accident?

My guess is he was doing 100 down the fast lane and all of the sudden he realizes there's a cop in front of him. Probably thinking he does want to hit a cop, cuts the wheel, ends up on the median and the rest we know.
