What would cause this

1991 Cavilier 2.2 TBI

No pulse to the injector unless you have the key in the on position for at least 120 seconds. In other words, if you try and just jump in the car and turn the key the injector wont recieve a signal unless you have the key in te ON position for two minutes first?

Crank position sensor and ECM have been changed. Jumper has been run between the ECM and blue wire on the injector and no pulse is detected until the key has been in the ON position for 2min

its a regular key not a VATS key, weird huh?

Stupid-ish question- How's the fuel pressure? Is the pump priming?

when you put an ohm meeter on the blue wire it gets nothing until the key has been on for 2min


EDIT:

It is a new ECm but the old prom, im not sure if that would make a difference.
