lifter stuck in bore

Working on a garage find!

75 vette vert with 60K. Body is near perfect, No rust showing on frame, but engine - not so perfect. Inspection sticker is 1989.

Checking out the engine, Using an inspection camera the bores look good, having intake off, slight sludge, but asumme just the oil that dried up in the valley, heads are clean. Primed the oil system and using the crank hub tool the engine turns over, but exhaust lifter is #1 is stuck solid! Soaked with every, PB blaster, WD40, etc etc. It will not move. can't even get it to rotate. No way the lifter removal tool is going to pull this thing out!

Doing all gaskets, and hoping the lifter is up far enought that we can slide the cam out and maybe tap the lifter down and out ( been a long time since I worked on flat tappet, can the lifter drop out the bottom? ). Thoughts on this? or any tricks before we end up pulling the engine and sending it to a shop? Hoping to keep numbers matching.

Did you try any heat yet to see if it will help getting the WD40 or PBBlaster in between the lifter and block?

Pull the cam, drop the oil pan, and tap the lifter down until it falls out the bottom. Most likely mushroomed at the bottom and it will destroy the lifter bore if you try to pull it out the top. It's easy to drop the pan on that car.
