Now I am sorry I ever started this thread. It seems everybody has an opinion, but this is to advanced for a few to understand, and it should not have been discussed in an open forum. Thanks for your input guys!

Well, inspection sticker fraud is illegal so it really shouldn't be made public. We get this a LOT on here. Everybody is used to the "I need an inspection sticker and I won't pass legally..." threads so some posts will practically be canned responses. But since you asked I'll try my best to answer what I can.

1.) They will ask to see your registration. If it doesn't match the car then you fail. You will also have to swap license plates. If you don't to that, then you will fail.

2.) Assuming your brother's car is a clone of yours then of course you can put your PCM in it. I don't know if that's going to make any difference though. I installed a mail order PCM in my '97 GTP and sent my original back as a core. I did not tell the mail order company my VIN ahead of time.
I have never failed inspection and the VIN on my inspection printout sheet matches the one that's on the car- which would lead me to believe that they don't always pull the VIN from the PCM. If they did, then mine wouldn't match.

3.) He should never "hand you a sticker" to install yourself. He should be the one that installs it. So he would scrape your brother's good sticker off and put the new one on, leaving you with nothing. If he was going to just hand you a sticker and tell you to be on your merry way you might as well just buy a damn sticker from him outright.

If you get lucky, yes. Long tubes are not legal.

well if you switch out the computers, the monitors will go to "not ready" status. i believe the OP has an m6 and the other car is an a4. the m6 PCM won't tell the 4L60E to shift so the car won't be drivable. that is a portion of the test and it won't allow the monitors to be set. this will cause the OP to fail.

it is on the inspection report, the registration, and transmitted electronically to the state
